Le Rapport de l’ONU Révèle un Manque de Coopération et Soulève des Questions sur les Sanctions Imposées à Laurent Lamothe et d’Autres Personnalités
Scandale dans le rapport des enquêteurs de l’ONU révélant des lacunes majeures dans les sanctions imposées par le Canada, la République Dominicaine et les États-Unis à certaines personnes, notamment Laurent Lamothe, accusé de détournement de fonds Petrocaribe. Plusieurs médias rapportent que la liste des prochaines sanctions de l’ONU, prévue pour le 13 novembre, pourrait ne pas être publiée en raison du manque de coopération des États-Unis et du Canada.
Le mois dernier, l’ONU a publié un rapport de 158 pages, dans lequel un tableau détaille le nombre de correspondances envoyées par les enquêteurs de l’ONU concernant Haïti, en particulier les personnalités sanctionnées par le Canada, les États-Unis et la République Dominicaine. Malheureusement, aucun de ces trois pays n’a répondu aux demandes de preuves des enquêteurs. Parmi les pays concernés par ces correspondances, on peut citer les Bahamas, la Belgique, le Brésil, la Colombie, la République Dominicaine, la France, Israël, la Jamaïque, le Japon, le Mexique et les États-Unis.
Une question se pose alors : si des enquêtes sont menées sur la gestion du fonds Petrocaribe en Haïti, comment se fait-il que les enquêteurs n’aient pas envoyé de correspondances au Venezuela, qui avait accordé un prêt concessionnel Petrocaribe en 2005, d’une valeur de plus de 4 milliards de dollars sous forme de pétrole, destiné au développement économique, à la lutte contre la pauvreté, ainsi qu’aux systèmes de santé et d’éducation ?
Toutes ces révélations suscitent des interrogations légitimes quant à la nécessité d’une révision des sanctions imposées par les États-Unis, le Canada et la République Dominicaine, ainsi que sur la réparation pour certaines personnes ayant subi ces sanctions.
Une correspondance datant d’avril 2015 de Bernardo Alvarez Herrera, Président du PDV Caribe S.A. du Venezuela, adressée à Yves Germain Joseph, Ministre de la Planification et de la Coopération Externe d’Haïti, concerne la gestion du gouvernement Martelly-Lamothe et une audit réalisé de 2012 à 2014. Ces révélations soulignent l’importance d’une enquête approfondie pour faire toute la lumière sur cette affaire.

Une fois le processus d’audit réalisé sur la période mentionné, le Gouvernement de la République Bolivarienne du Venezuela a pu constater avec beaucoup de satisfaction la gestion réalisée par le BMPAD et le Gouvernement de la République d’Haïti dans l’exécution des projets de coopération et d’investissement ; de même que leur mise en œuvre suivant les procédures internes convenues, lesquelles sont une partie fondamentale de la vision stratégique de Pétro Caribe.
Le succès de l’équipe du BMPAD et les résultats obtenus en faveur des couches les plus défavorisées auxquelles ces projets et investissements ont été destinés ont donné des résultats très satisfaisants. Tout ceci nous permet de prédire que nous connaîtrons autant de succès dans d’autres initiatives similaires de Pétro Caribe.
À date nous avons révisé plus de 234 projets lesquels ont démontré une totale transparence et responsabilité dans toutes les phases de développement et de mise en œuvre aboutissant à l’approbation de l’audit récemment réalisé.
